Yeager said he considered it "a waste of time" to be scared during any of his flights.

Fighting Terror: Do's and Don'ts for a Superpower

1. Be feared.

2. Identify the type of terrorists you face, and know your enemy as well as you possibly can. Although tactics may be similar, strategies for dealing with practical vs. apocalyptic terrorists can differ widely. Practical terrorists may have legitimate grievances that deserve consideration, although their methods cannot be tolerated. Apocalyptic terrorists, no matter their rhetoric, seek your destruction and must be killed to the last man. The apt metaphor is cancer - you cannot hope for success if you only cut out part of the tumor. For the apocalyptic terrorist, evading your efforts can easily be turned into a public triumph. Our bloodiest successes will create far fewer terrorists and sympathizers than our failures.

3. Do not be afraid to be powerful. Cold War-era gambits of proportionate response and dialog may have some utility in dealing with practical terrorists, but they are counter-productive in dealing with apocalyptic terrorists. Our great strengths are wealth and raw power. When we fail to bring those strengths to bear, we contribute to our own defeat. For a superpower to think small - which has been our habit across the last decade, at least - is self-defeating folly. Our responses to terrorist acts should make the world gasp.

4. Speak bluntly. Euphemisms are interpreted as weakness by our enemies and mislead the American people. Speak of killing terrorists and destroying their organizations. Timid speech leads to timid actions. Explain when necessary, but do not apologize. Expressions of regret are never seen as a mark of decency by terrorists or their supporters, but only as a sign that our will is faltering. Blame the terrorists as the root cause whenever operations have unintended negative consequences. Never go on the rhetorical defensive.

5. Concentrate on winning the propaganda war where it is winnable. Focus on keeping or enhancing the support from allies and well-disposed clients, but do not waste an inordinate amount of effort trying to win unwinnable hearts and minds. Convince hostile populations through victory.

6. Do not be drawn into a public dialog with terrorists, especially not with apocalyptic terrorists. You cannot win. You legitimize the terrorists by addressing them even through a third medium, and their extravagant claims will resound more successfully on their own home ground than anything you can say. Ignore absurd accusations, and never let the enemy's claims slow or sidetrack you. The terrorist wants you to react, and your best means of unbalancing him and his plan is to ignore his accusations.

7. Avoid "planning creep". Within our vast bureaucratic system, too many voices compete for attention and innumerable agendas, often selfish and personal-intrude on any attempt to act decisively. Focus on the basic mission: the destruction of the terrorists with all the moral, intellectual and practical rigor you can bring to bear. All other issues, from future nation- building, to alliance consensus, to humanitarian concerns are secondary.

8. Maintain resolve. Especially in the Middle East and Central Asia, experts and diplomats will always present you with a multitude of good reasons for doing nothing, or for doing too little (or for doing exactly the wrong thing). Fight as hard as you can within the system to prevent diplomats from gaining influence over the strategic campaign. Although their intentions are often good, our diplomats and their obsolete strategic views are the terrorist's unwitting allies and diplomats are extremely jealous of military success and military authority in their region (where their expertise is never as deep or subtle as they believe it to be). Beyond the problem with our diplomats, the broader forces of bureaucratic entropy are an internal threat. The counter-terrorist campaign must be not only resolute, but constantly self-rejuvenating in ideas, techniques, military and inter-agency combinations, and sheer energy. Old hands must be stimulated constantly by new ideas.

9. When in doubt, hit harder than you think necessary. Success will be forgiven. Even the best-intentioned failure will not. When military force is used against terrorist networks, it should be used with such power that it stuns even our allies. We must get over our cowardice in means. While small-scale raids and other knife-point operations are useful against individual targets, broader operations should be overwhelming. Of course, targeting limitations may inhibit some efforts but, whenever possible, maximum force should be used in simultaneous operations at the very beginning of a campaign. Do not hesitate to supplement initial target lists with extensive bombing attacks on nothing if they can increase the initial psychological impact. Demonstrate power whenever you can. Show, don't tell.

10. Whenever legal conditions permit, kill terrorists on the spot (do not give them a chance to surrender, if you can help it). Contrary to academic wisdom, the surest way to make a martyr of a terrorist is to capture, convict, and imprison him, leading to endless efforts by sympathizers to stage kidnappings, hijackings, and other events intended to liberate the imprisoned terrorist(s). This is war, not law enforcement.

11. Never listen to those who warn that ferocity on our part reduces us to the level of the terrorists. That is the argument of the campus, not of the battlefield, and it insults America's service members and the American people. Historically, we have proven, time after time, that we can do a tough, dirty job for our country without any damage to our nation's moral fabric (Hiroshima and Nagasaki did not interfere with American democracy, values, or behavior).

12. Spare and protect innocent civilians whenever possible, but do not let the prospect of civilian casualties interfere with ultimate mission accomplishment. This is a fight to protect the American people, and we must do so whatever the cost, or the price in American lives may be devastating. In a choice between us and them, the choice is always us.

13. Do not allow the terrorists to hide behind religion. Apocalyptic terrorists cite religion as a justification for attacking us; in turn, we cannot let them hide behind religious holidays, taboos, strictures, or even sacred terrain. We must establish a consistent reputation for relentless pursuit and destruction of those who kill our citizens. Until we do this, our hesitation will continue to strengthen our enemy's ranks and his resolve.

14. Do not allow third parties to broker a peace, a truce, or any pause in operations. One of the most difficult challenges in fighting terrorism on a global scale is the drag produced by nervous allies. We must be single-minded. The best thing we can do for our allies in the long-term is to be so resolute and so strong that they value their alliance with us all the more. We must recognize the innate strength of our position and stop allowing regional leaders with counterproductive local agendas to subdue or dilute our efforts.

15. Don't flinch. If an operation goes awry and friendly casualties are unexpectedly high, immediately bolster morale and the military's image by striking back swiftly in a manner that inflicts the maximum possible number of casualties on the enemy and his supporters. Hit back as graphically as possible, to impress upon the local and regional players that you weren't badly hurt or deterred in the least.

16. Do not worry about alienating already-hostile populations.

17. Whenever possible, humiliate your enemy in the eyes of his own people. Do not try to use reasonable arguments against him. Shame him publicly, in any way you can. Create doubt where you cannot excite support. Most apocalyptic terrorists, especially, come from cultures of male vanity. Disgrace them at every opportunity. Done successfully, this both degrades them in the eyes of their followers and supporters, and provokes the terrorist to respond, increasing his vulnerability.

18. If the terrorists hide, strike what they hold dear, using clandestine means and, whenever possible, foreign agents to provoke them to break cover and react. Do not be squeamish. Your enemy is not. Subtlety is not a superpower strength but the raw power to do that which is necessary is our great advantage. We forget that, while the world may happily chide or accuse us - or complain of our inhumanity - no one can stop us if we maintain our strength of will. Much of the world will complain no matter what we do. Hatred of America is the default position of failed individuals and failing states around the world, in every civilization, and there is nothing we can do to change their minds. We refuse to understand how much of humanity will find excuses for evil, so long as the evil strikes those who are more successful than the apologists themselves. This is as true of American academics, whose eagerness to declare our military efforts a failure is unflagging, or European clerics, who still cannot forgive America's magnanimity at the end of World War II, as it is of unemployed Egyptians or Pakistanis. The psychologically marginalized are at least as dangerous as the physically deprived.

19. Do not allow the terrorists sanctuary in any country, at any time, under any circumstances. Counter-terrorist operations must, above all, be relentless. This does not necessarily mean that military operations will be constantly underway. Sometimes it will be surveillance efforts, or deception plans, or operations by other agencies. But the overall effort must never pause for breath. We must be faster, more resolute, more resourceful and, ultimately, even more uncompromising than our enemies.

20. Never declare victory. Announce successes and milestones. But never give the terrorists a chance to embarrass you after a public pronouncement that the war is over.

21. Impress upon the minds of terrorists and potential terrorists everywhere, and upon the populations and governments inclined to support them, that American retaliation will be powerful and uncompromising. You will never deter fanatics, but you can frighten those who might support, harbor or attempt to use terrorists for their own ends. Our basic task in the world today is to restore a sense of American power, capabilities and resolve. We must be hard, or we will be struck wherever we are soft. It is folly for charity to precede victory. First win, then unclench your fist.

22. Do everything possible to make terrorists and their active supporters live in terror themselves. Turn the tide psychologically and practically. While this will not deter hardcore apocalyptic terrorists, it will dissipate their energies as they try to defend themselves and fear will deter many less-committed supporters of terror. Do not be distracted by the baggage of the term assassination. This is a war. The enemy, whether a hijacker or a financier, violates the laws of war by his refusal to wear a uniform and by purposely targeting civilians. He is by definition a war criminal. On our soil, he is either a spy or a saboteur, and not entitled to the protections of the U.S. Constitution. Those who abet terrorists must grow afraid to turn out the lights to go to sleep.

23. Never accept the consensus of the Washington intelligentsia, which looks backward to past failures, not forward to future successes.

24. In dealing with Islamic apocalyptic terrorists, remember that their most cherished symbols are fewer and far more vulnerable than are the West's. Ultimately, no potential target can be regarded as off-limits when the United States is threatened with mass casualties. Worry less about offending foreign sensibilities and more about protecting Americans.

25. Do not look for answers in recent history, which is still unclear and subject to personal emotion. Begin with the study of the classical world, specifically Rome, which is the nearest model to the present-day United States. Mild with subject peoples, to whom they brought the rule of ethical law, the Romans in their rise and at their apogee were implacable with their enemies. The utter destruction of Carthage brought centuries of local peace, while the later empire's attempts to appease barbarians consistently failed.

Muslims of the Americas (MOA) is an Islamic extremist group with ties to Al-Fuqra, a terrorist organization that has carried out firebombings and murders in the United States.
MOA was founded and is led by the radical Pakistani cleric El Sheikh Sayyid Mubarik Ali Jilani (commonly known as Sheikh Jilani or Sheikh Gilani). Both Sheikh Jilani and MOA officials deny that Al-Fuqra even exists, and MOA claims to be a "peaceful" group. Though relatively few members of MOA have been arrested for criminal activity, two residents of the MOA community in Virginia were recently arrested for firearms violations, and a resident of the MOA community in California was recently arrested for the murder of a Sheriff's Deputy.
Members of Gilani's front - "Muslims of Americas" - have been jailed for scores of crimes. Two Canadian members plotted to bomb a theater that was frequented by Hindus. One member admitted to plotting the murder of Rashid Khalifa, a Muslim who was subject to a Wahhabi extermination fatwah. Daniel Pearl was kidnapped after he took up an invitation to meet an al-Fuqra member in Pakistan.

Until shortly after 911, MOA ran an extremist website, that posted the Protocols of the Elders of Zion, as fact. This Russian tzarist forgery is by the way also being broadcast as fact on Egyptian television. To remind, Egypt gets $2billion a year in US tax money as aid.

They are extremely active in the Virginias, and their operational headquarters is suspected to be in a structure which they refer to as: "the Red House." The name is thought to refer to "blood of kafirs."

Ask yourself why not one major news station notes that the "Chechen rebels[sic]" are Islamic fundamentalists fighting for the establishment of Sharia (Islamic law) in Chechnya.

The rebels are believed to be members of the Wahhabi sect of Islam [just like the Saudis], which supports independence for the mostly Muslim regions of the Caucasus. The Islamic Council that proclaimed Dagestan an independent state has called on Basayev to drive all non-Muslims out of the region.
Basayev said he had handed over control of his army to a Jordanian named Khattab, who is said to be a Wahhabi.

The Daghestan-Chechnya reunification concept was supported by Daghestan's Akintsy Chechens and local Wahhabis, who cherish the idea of a Shari’ah republic. Small wonder, but congressional members chose an Islamic revolution as the main reunification instrument, Mamayev pointed out.
A subsequent Daghestani coup was attempted pretty soon. In May 1998 local Islamists, as well as the supporters of Nadir Khachilayev, chairman of the Russian Moslem League, and his brother Magomed Khachilayev, seized the building of Daghestan's State Council in Makhachkala. A green flag was then hoisted over that building, with the rebels demanding that the republican leadership be changed. The rebels were supported by several armed Wahhabi communities.

The insurgents fighting Russian federal forces in Dagestan, for example, were frequently referred to as Wahhabis. But their leaders, we are led to believe, are the Chechen field commander Shamil Basayev and the shadowy Arab activist "Khattab".
Basayev, however, has never expressed any enthusiasm for Wahhabism or any other "imported" forms of Islam. Khattab, on the other hand, who is thought to be from Saudi Arabia itself may well be a Wahhabi.

But what unites him and Basayev is not Wahhabism, but romantic notions of a worldwide - or at least region-wide - Islamic Jihad or holy war.

Supporters of the Wahhabi theory point to the fact that one of the main sponsors of international Islamic militancy is the dissident Saudi millionaire Osama bin Laden.
Islamists have killed 21 people from the same family, including a three-month-old baby.
The attack took place in the north-western province of Chlef.
Five other people were reported to be in a serious condition with bullet wounds to the head.
The attack came in the early hours of Friday local time in a remote village about 125 miles (200 km) west of the capital, Algiers.
Security services sent to the area have launched an operation to track down those responsible.
The Algerian government says the Armed Islamic Group - or GIA - is known to be active in the area.

During a recent fact finding trip to Southern Sudan, Freedom Now World News discovered overwhelming evidence that young black, boy slaves are repeatedly gang-raped by their Arab masters. While previous reports on slavery have focused mainly on the gang-rape of female slaves, sociologist and investigative reporter, Maria Sliwa received testimony from numerous boy victims of rape.
There is a parallel between India, Russia, and Israel --all of the conflicts (Kashmir, Chechnya, WB-Gaza) are perceived to be about territories but at their core are not. They are about pan-Islamism (and in the secular Arab Baatist version [as in Syria and Iraq] this becomes pan-Arabism.) Those of us with a secular, liberal, tolerant outlook at the world have a natural tendency to look at conflicts such as these in terms of territory, b/c territorial conflicts are negotiable, and thus, resolvable. They are not existential. Our world right now is in the throes of an existential war between Islam and the West, and Israel, India, Russia are simply at the frontlines of this conflict. Our enemy does not wish to negotiate. Our enemy does not desire what we think any rational human being would desire - life. Our enemy worships death. It is time to re-examine our premises. What do we do about this? We keep in mind that this is going to be a really long war, and we have to persevere until a few basic things change.
Saudi Arabia has power because Saudi Arabia has oil. Saudi Arabian oil money markets Islamism and finances terror. When will this stop? When the world stops buying Arab oil. When will that happen? It depends on how quickly the world understands that Arab oil = Arab $$= $$ for terror. At current oil pumping rates, by 2020, 90% of remaining oil reserves (about 100 years worth of reserves) will be in the hands of Arab states. 9% in South and Central America (mostly Venezuela) and 1% in the former Soviet Union (the various -bezans.) China, US, etc will all run out of reserves within 20 years. If the Western world does not become energy independent by that point, we are screwed. To put it bluntly. We will be at the complete mercy of the Arabs.
We need to choose - either take over ALL of the Arab oil fields, or become energy independent.
We have the technological means to do so (methanol based fuel cells are just one example - GM,Toyota, Nissan, Honda are all coming out w fuel cell vehicles) but a huge fixed cost investment is required to make this a reality (there has to be a methanol refueling station everywhere there is now a gas station; large methanol producing plants need to be built.) We put a man on the moon, we can do this. Here is one way.
Until we commit and execute on one of the two policies, the fires of Islamism will continue to rage, encouraged by petrodollars.

In a satiric article published in the London daily Al-Hayat, Egyptian playwright Ali Salem mocked the Arab media's incitement to extremism. "I am looking for sponsors for the establishment of a modern kindergarten for extremism, for children under four (because after age five, you cannot teach a person anything new). Thus, I would guarantee that when they reach high school and university, these children will remain extremists; no creature nor any scientific curriculum could undermine their extremism, or tame them."

Reuel Marc Gerecht, a former CIA spy in the Middle East, argues that the only way to douse the fires of Islamic radicalism is through stunning, overwhelming, military force.
Russian Foreign Intelligence Service (SVR) Colonel Yuri Perfilev was quoted in a story published by "Ogonek," No. 43, that Russia's secret services are quite familiar with Imade Fayez Mugniyah, the Osama bin Laden associate who Israel's Mossad believes was the organizer of the 11 September attacks on the United States. In 1985, Perfilev was a KGB officer working in Beirut for the release of four Soviet diplomats kidnapped by terrorists as part of a plan to press Moscow to force Syria to withdraw from Lebanon. Mugniyah, who at that time was the personal bodyguard of PLO leader Yaser Arafat, organized that kidnapping with the help of the Iranian-backed Hizballah, Perfilev said. Perfilev said Mugniyah is now Hizballah's chief of foreign operations and is in hiding in Lebanon.

On Thursday, sharpshooters perched on rooftops around the theater less than three miles from the Kremlin, but authorities held off on any rescue attempt. Earlier, a hostage speaking to a television station by cell phone pleaded with authorities not to use force.
Two Americans -- a man and woman -- were among the hostages, a U.S. Embassy official said, but no further details were available. Citizens of the United Kingdom, Germany, the Netherlands, Austria, Australia, Belarus, Bulgaria, Azerbaijan and Latvia also were confirmed to be among the captives.

Researchers at Georgia State University in Atlanta found that from 1990 to 1999, 1,215 science and engineering Ph.Ds were granted to students from five of the seven countries listed by the U.S. State Department as sponsors of terrorism.

This week a man suspected of helping to carry out the 11 September attack told a German court that Mohammed Atta had wanted to fight in Chechnya.

Chris O'Brown has found some interesting information about messages from the Nation Of Islam DC snipers: He searched for "word is bond," a phrase CNN indicated might be related to a Jamaican band associated with a drawing of five stars on one of the snipers' notes, and found a band called Brand Nubians, who perform a song called "Word is Bond" and are members of an Islamist cult called "The Five Percent Nation of Islam." Black male members of the cult refer to themselves as "God."

The license plates were issued to John A. Muhammad, 42, with an address of 1400 Sheridan Street, a state Motor Vehicles Division agent said. A bomb scare of undetermined origin occurred just minutes later. ....
Muhammad did not have a valid New Jersey driver's license on Sept. 11, the official said. Rather, the state Motor Vehicles Division issued him a driver's credential. The credential enables its holder to establish their identities but does not award them the privilege to drive....
Edmond Bonnette, agent at the state Motor Vehicles office at 2600 Mount Ephraim Ave. in Camden, said the car was registered at 8:52 a.m. on Sept. 11.
"At 9 a.m., we had a bomb scare," Bonnette said. "The police said it was called in from a phone booth on Kaighn Avenue. We had to evacuate everyone."

More info on Lee Malvo, the other apprehended sniper. He is stepson of Muhammed. Lee Malvo is an illegal alien from Jamaica who jumped ship in Miami in June 2001. He was apprehended by the Border Patrol in Bellingham, Wash., in December 2001, but was then let go by the INS district in Seattle in clear violation of federal law and contrary to what the arresting Border Patrol officers intended. The State Department has used YOUR TAX MONEY to reward officials responsible for the lax visa policies--that paved the way for the deaths of 3,000 innocent Americans--with large cash bonuses. Among those receiving $10,000 to $15,000 checks for "outstanding performance" were four of the five top officials at Consular Affairs, "the agency within the State Department that oversees consulates and visa issuance, as well as the person who helped implement the Visa Express program in Saudi Arabia."

The 40-strong group of terrorists, including 10 masked women with explosives strapped to their bodies [does this sound familiar???] who had joined the audience, threatened to shoot or blow up their captives on Thursday unless Russia pulled its troops out of Chechnya. The Seattle Times reported that Muhammad converted to Islam after his first marriage ended in divorce. Carol Williams, his first wife and the mother of his oldest son, said he converted to Islam 17 years ago, about the same time he joined the Army. "After he changed his religion, he called and told me what not to feed my child," she said. "I told him as long as he (their son) lived with me, it was up to me." Several federal sources said Muhammad and Malvo may have been motivated by anti-American sentiments in the wake of the Sept. 11 terrorist attacks. Both were known to speak sympathetically about the men who attacked the United States.

Denmark has warned it had received information on possible terror attacks planned in Thailand, naming the popular tourist resort Phuket as a potential target. The warning in a foreign ministry statement came less than two weeks after bombs killed more than 180 people on the Indonesian island of Bali.

BRET STEPHENS' EYES ABROAD: Indirect responsibility, anyone?

ON JUNE 8, 2001, a Belgian court sentenced four Rwandans - a former government minister, a university professor, and two Roman Catholic nuns - to prison terms of 12 to 20 years for the crime of genocide.
Specifically, the court found that in the spring of 1994, Alphonse Higanaro, the former Rwandan transport minister, had ordered the killing of a Tutsi family of eight, and that Vincent Ntezimana, the academic, had drawn up lists of Tutsi to be exterminated. The court also found that one of the nuns, a Sister Gertrude, had in her capacity as Mother Superior of the Suvo convent refused sanctuary to several thousand Tutsi refugees, describing them as "rubbish" before alerting the Hutu Interahumwe militia (in which two of her brothers were then serving) to the Tutsi presence. The refugees were hacked to death with machetes.
Sister Gertrude also expelled 22 refugees - relative's of the convent's Tutsi nuns - from the convent. It is reported that some of these refugees paid the Hutu $15 for the privilege of being shot to death rather than stabbed.
As for the second nun, Sister Maria Kisito, she was found guilty of assisting the Interahumwe in setting fire to a nearby health clinic in which 700 Tutsi had taken refuge. All perished. Altogether, the four defendants had a hand in an estimated 5,000 Tutsi murders.

Following the trial, George-Henri Beauthier, a lawyer for the prosecution, saluted the verdict this way:
"This will encourage us to continue the fight and prosecute all those responsible for genocide."
Sure enough, the following week suit was brought in a Brussels court against Ariel Sharon by 23 survivors of the Sabra and Shatilla massacres. The charge: crimes against humanity.

It happens that I was living in Brussels at the time,so I was able to follow the two cases closely. What struck me then was this: The Rwandans were tried for acts for which they were directly responsible. Sharon was accused of acts for which he was, at most, indirectly responsible. Yet while the Brussels case against Sharon was eventually dismissed on jurisdictional grounds, the distinction between direct and indirect responsibility remains, in European eyes as well as in the eyes of much of the "international community," a blurred one. The implications of this - for Europe, the United Nations, and the United States - cannot be ignored.

LET'S RECALL briefly the findings of the Kahan Commission regarding the killing of some 800 Palestinian refugees at Sabra and Shatilla by Eli Hobeika's Christian Phalagnist militia in September 1982. The commission found that "in having the Phalangists enter the camps, no intention existed on the part of anyone who acted on the part of Israel to harm the noncombatant population."
The commission also acquited Sharon on the charge that he had been negligent in stopping the massacre; Israeli generals had, in fact, ordered the Phalangists to withdraw their forces once it became clear that something dreadful had occured.

What the commission did find was that Sharon should have anticipated the massacre, and that this failure of foresight amounted to a form of "indirect responsibility," with the recommendation that Sharon "draw the appropriate personal conclusions." As everyone knows, Sharon did exactly that, and notwithstanding his political resurrection, he has worn something like a mark of Cain ever since.
So, indeed, has Israel.

It is not my intention here to debate the merits of the concept of indirect responsibility. To me, it seems a dangerous catch-all phrase, or (to mix my metaphors) a slippery slope. But these arguments are now moot. Both with the Kahan Commission, and in the proceedings of the International Criminal Tribunal for the former Yugoslavia, indirect responbibility has become a fact of international law, to say nothing of
political reality.

The point now is that if we're going to punish people for "indirect responsibility" in war crimes, we ought to define such responsibility clearly and apply it consistently. And this brings me back to the subject of Rwanda.

ANYONE INTERESTED in what transpired in Rwanda during that awful spring could do no better than to read Philip Gourevitch's We Wish to Inform You That Tomorrow We Will be Killed With Our Familes. But to get a sense of how Rwanda was allowed to happen, one must read Samantha Power's meticulously researched "Bystander to Genocide" in last September's issue of The Atlantic Monthly.

The prelude to the Rwanda genocide is instructive. In 1993, after generations of hostility and periodic outbreaks of fighting between Tutsi and Hutu, an agreement called the Arusha Accords was reached under Tanzanian auspices. Its terms called for the return of Tutsi exiles, a power-sharing government, the demobilization and demilitarization of both Hutu and Tutsi, and the introduction of a UN force, the UN
Assistance Mission in Rwanda, or UNAMIR, to monitor and enforce the agreement.

Within months, however, the Hutu were violating the terms of the accord: military equipment was being flown in for the Hutus; local militias were being trained; lists of Tutsis were being drawn up for what the UN officer in charge of the mission, a French Canadian general named Romeo Dallaire, suspected was for "their extermination."

The conscientious Dallaire then relayed this information to the UN Department of Peacekeeping Operations, headed by Kofi Annan, and proposed a raid on Hutu weapons depots. Annan's office expressly turned him down, advising him instead to alert the Hutu President, Juvenal Habyarimana.

The Clinton administration also didn't pay heed. As evidence of Hutu violations of the accord came to light, the US chose to look the other way. "An examination of cable traffic from the US embassy in Kigali to Washington [before the killing began]," writes Power, "reveals that setbacks were perceived as 'dangers to the peace process' more than 'dangers to Rwandans.' American criticisms were deliberately and
steadfastly leveled at 'both sides,' though Hutu government and militia forces were usually responsible."

Then, on April 6, President Habyarimana's jet was shot down. It was the pretext the Hutu militia needed to begin the killing. The Prime Minister and her husband, both moderates, were killed within minutes in their homes. Hutu militia also rounded up 10 Belgian peacekeepers - the Belgians were the backbone of UNAMIR's operation - and killed them. Rwandan radio began broadcasting the names and addresses of all
Tutsi to be killed immediately.

Writes Power: "Killers often carried a machete in one hand and a transistor radio in the other. Tens of thousands of Tutsi fled their homes in panic and weresnared and butchered at checkpoints. Little care was given to their disposal. Some were shoveled into landfills. Human flesh rotted in the sunshine. In churches, bodies mingled with scattered hosts."

To these several events, the reaction of the West proved remarkably uniform. The Europeans moved quickly to evacuate their citizens in Rwanda; they landed 1,000 troops in the Kigali airport expressly for that purpose, and then departed.

The Belgians, Rwanda's erstwhile colonial masters, also wanted out. But as Willie Claes, the foreign minister at the time, explained: "We are pulling out, but we don't want to be seen doing it alone." He wanted "cover," which meant the removal of all UN peacekeepers.

On April 21, the United Nations Security Council, with the full backing of the US, complied, with one caveat. A "small, skeletal" force was to remain in place, in order, as then UN Ambassador Madeleine Albright said, "to show the will of the international community."

By then, an estimated 100,000 Tutsi had been slaughtered. [comment: By the end over 50% of the Tutsi population was exterminated, close to 800,000 people]

The UN wanted to maintain its posture of evenhandedness - and to protect non-Rwandans. In the face of Dallaire's pleas for beefed up assistance and more proactive measures, Annan's office responded as follows: "You should make every effort not to compromise your impartiality or to act beyond your mandate, but [you] may exercise your discretion to do [so] should this be essential for the evacuation of foreign nationals."

As for the Clinton administration, its objectives were twofold. First, it wanted to extract US citizens, which it accomplished by April 10. Second, the administration, wary of "another Somalia," wanted to avoid avoid any form of military involvement.

This latter point posed a peculiar difficulty. The US is a signatory to the 1948 Genocide Convention. Article One of the Convention stipulates: "The contracting parties confirm that genocide, whether committed in time of peace or in time of war, is a crime under international law which they undertake to prevent and punish."

Thus, in order to avoid any military involvement in Rwanda, the US government had to avoid using "the g-word." Power quotes from a memo of an interagency group: "Be Careful. Legal at State was worried about this yesterday - Genocide finding could commit [the US government] to actually 'do something.'"

As a result, the administration was forced to resort to the most remarkable verbal gymanastics. State Department spokesmen talked of "acts of genocide," but not genocide. Then-secretary of state Warren Christopher carefully instructed his UN delegation that it was "not authorized to agree to the characterization of any specific incident of genocide or to agree to any formulation that indicates that all
killings in Rwanda are genocide."

Yet even as this defense became untenable, the administration went out of its way to find excuses for inaction. A proposal that Rwandan radio be jammed was denied on grounds that it would be a violation of free speech. A proposal to send in a second UNAMIR mission fell afoul of US tactical objections: the UN wanted an
"inside-out" approach; the US insisted on "outside-in." An undertaking by Vice President Al Gore to supply the mission with armored personnel carriers was delayed on account of cost considerations, and the question of whether the APCs should be wheeled or tracked.

In the end, it all amounted to nothing. Only the Tutsi-led Rwandan Patriotic Front brought the killing to a halt, in June, by force of arms.

UPON READING Gourevitch's initial account of the genocide in The New Yorker, Bill Clinton circulated copies of the article to his staff with notes like: "Is what he's saying true?" and "How did this happen?"
In fact, Clinton could not have failed to take notice of the genocide. The story was all over the press. In the few days during which US Embassy personnel remained in Kigali as the killing unfolded, detailed diplomatic dispatches were sent to the White House.

Secretary Christopher was kept well-abreast of developments via the work of interagency groups and his own Africa specialists. So was ambassador Albright at the UN. Peacekeeping chief Kofi Annan was kept informed via Dallaire. The Belgians had extensive contacts in their old colony. All of them knew perfectly well what was happening. They chose - for reasons of political expediency, international indifference or personal embarrassment -to look away.

As for Clinton's jotted questions, they were carefully planted deceits, though whether to himself or to posterity I can hardly say. None of this is to say that there were not intellectually defensible reasons for the West to stay out of Rwanda. But these reasons are neither legally nor morally defensible once the Western world committed itself to preventing genocide. Annan had foreknowledge that a genocide was going to take place, but did nothing. Clinton and his officers had knowledge that a genocide was taking place, but did nothing. The Belgians, who possessed the means on the ground to do something, not only abandoned their posts instantly upon the death of 10 troops, but prevailed on the UN to go along.

All of them bear a clear, if indirect responsibility for the genocide in Rwanda. Yet none of them, to my knowledge, has drawn the "appropriate personal conclusions."
Only Israelis, it seems, are fools enough to do that.

DISSENT IN IRAQ ---Spark of protest flares outside Iraqi Information Ministry: An unprecedented spark of public protest against Iraqi authorities flared Tuesday as dozens of Iraqis demanding to know the fate of missing relatives gathered outside the Information Ministry to send a message to Saddam Hussein...Iraqis around the ministry seemed stunned by the protest. "This is the first time this has happened," said one.
In Baghdad, demonstrations -- almost always against the United States and Israel -- are announced in advance and carefully orchestrated by the government..Iraqi officials tried unsuccessfully to prevent the protesters from speaking in front of the television cameras -- one putting his hand over the lens. Another urged the demonstrators to move on. "Where? Why?" one woman asked him.

CNN reports: Montgomery County Police Chief Charles Moose, whose department is leading the investigation, is expected to announce the names of two men wanted for questioning in connection with the sniper investigation, according to federal law enforcement sources. The men are John Allen Williams, who is also known as Mohammed Williams, and John Lee Malvo, according to law enforcement sources.

Five members of the Islamic terrorist group Abu Sayyaf have been arrested as suspects in a series of deadly bombings in the southern Philippines while building a bomb for a new attack intended for a fourth attack in the predominantly Christian city of Zamboanga. The men, all Filipino Muslims between the ages of 18-27, were arrested in a house surrounded by bomb-making materials and other items including a map of Zamboanga city. The group is thought to have been involved in three separate bomb attacks in Zamboanga.

Movsar Barayev contacted «Kavkaz Center» news agency and informed that Chechen mujahideen took 1000 persons as hostages in a theater in Moscow. Movsar Barayev is commanding the Chechen group. According to him, his team consists of 40 widows in addition to a number of Chechen soldiers. Building has been mined. All participants in the operation are equipped with grenades and mines. Movsar Barayev stated that those who attacked Moscow are suicide bombers. The demand is only one - curtailment of war and beginning of immediate withdrawal of Russian aggressors from Chechnya… Barayev announced that Chechen mujahideen arrived in Moscow not to survive, but to die. [emphasis added]
Let me be blunt. We were stupid and shortsighted to villify the Russians for the war in Chechnya. Russia, like India, and Israel, has been on the frontline of the war against Islamic fascism for a very long time now. Russians have dealt with frequent terror, including bombed apartment buildings in Moscow, with barely a word in the Western press. Shame!!

Muslim terrorists took several hundred hostages inside a Moscow theater Wednesday night, threatening to kill some of the hostages and telling police they had mined portions of the building.Russian radio broadcast pleas from hostages speaking by cell phones who said that if police stormed the theater, the gunmen would kill 10 hostages for each hostage-taker killed by police. The terrorists released some children, citizens of Georgia, foreigners and Muslims. Initial reports put about 40 actors, 35 musicians, 50 staff members and an audience of 600 inside the hall. "The passengers aboard the bus yesterday had the basic human right to live and not be burned to death, and this was violated in the most shocking and horrific way," Foreign Minister Shimon Peres told a European member of parliament at a meeting of European Parliament faction heads in Brussels Tuesday.
Peres's remarks were in response to a question about Israel's alleged violations of Palestinians' human rights.
"No one in Europe has ever experienced suicide attacks," Peres added.
Responding to an MP's remarks about his vacillations on whether to provide aid for rebuilding terrorists' homes razed by Israel, Peres said: "If you want to rebuild homes of terrorists that we destroyed, why not repair blown up buses and bring people back to life?"

He should have also mentioned that it is EU money that has been supporting the murder of Israelis. But then, I suppose this pleases the EUnuchs to no end. Just walking in the footsteps of their forefathers.

Islamofascists killing their own people: An explosion has ripped through a market near a military base west of Islamabad, killing a girl and injuring 16 other people. The girl, whose age was undisclosed, died from her injuries after being taken to a hospital.
The state-run agency, the Associated Press of Pakistan, said the explosion was caused by a time bomb in a vegetable bag placed at the entrance to the Sunday Bazaar.

Saddam Hussein uses surveillance, lies, and threats to keep Western journalists from learning what's really going on in his country. But despite those restrictions, the networks keep sending reporters to Baghdad. Maybe that's the problem.
In The Next International Right Glenn Reynolds writes: a recent article in the Washington University Law Quarterly argues that the most important thing we can do to prevent genocide is to ensure that civilian populations are armed:
The question of genocide is one of manifest importance in the closing years of a century that has been extraordinary for the quality and quantity of its bloodshed. Recent events in the former Yugoslavia, Rwanda, and many other parts of the world make it clear that the book has not yet been closed on the evil of official mass murder. Contemporary scholars have little explored the preconditions of genocide. Still less have they asked whether a society's weapons policy might be one of the institutional arrangements that contributes to the probability of its government engaging in some of the more extreme varieties of outrage.
Though it is a long step between being disarmed and being murdered--one does not usually lead to the other--but it is nevertheless an arresting reality that not one of the principal genocides of the twentieth century, and there have been dozens, has been inflicted on a population that was armed.

Is the DC sniper a Yugoslav Muslim with French citizenship?
France has alerted Interpol about a French army deserter who is known as a marksman and is missing in North America. A Defense Ministry spokesman said there was speculation of a link to the investigation into the Washington-area sniper.
The 25-year-old second lieutenant, who was not identified, did not return to class in September at the elite military school, Saint-Cyr Coetquidan in Brittany, in western France, after going on vacation in August, officials said.
Interpol was notified of the disappearance of the officer, a normal procedure, and a judicial investigation was opened, which is also routine, said Defense Ministry spokesman Jean-Francois Bureau.
Bureau acknowledged there was some speculation of a connection with the sniper investigation, but he said that was just hypothetical at this point.
"We have no certitude of a link," he said in a telephone interview. However, he said, "This soldier has a very, very good reputation as a marksman."
And since the Sept. 11 terror attacks on the United States, "these are things we follow very closely," he added.
Interpol, the international police agency based in the French city of Lyon, said it refuses to comment on active cases.
The deserter was given permission for an August trip to the United States and Canada, said Bureau. Police sources said he had planned a trip to Chicago.
RTL radio reported the deserter was of Yugoslav origin, but Bureau could not confirm that, saying that he had to be a French citizen to attend the military school.
After the missing officer never showed up for school in September, the gendarmerie, a force under the Defense Ministry, sent a note last week to the Interior Ministry. Interpol was then contacted, said Bureau.
ROME -- Police found an explosives belt at the home of three Egyptian Arabs arrested earlier this month on suspicion they were plotting an attack on an American military cemetery near Rome. Italian anti-terrorism police have arrested dozens of people in the past year, some of whom have been accused of providing logistical help to the al-Qaida terrorist network.

On Friday 18 October Toyota Motor Corp. announced that it had begin public road tests here of the FCHV-BUS2, a fuel cell bus it has jointly developed with Hino Motors Ltd. In contrast with conventional buses, the bus is quiet and very clean. It emits no nitrogen oxides, particulates or carbon dioxide. Toyota was granted permission to conduct the tests from the Japanese Transport Ministry at the end of September. The FCHV-BUS2 is based on a 60-passenger diesel model made by Toyota subsidiary Hino. The two companies worked together to outfit this model with a fuel cell system. The FCHV-BUS2 is the second fuel cell bus to be developed in Japan. It follows on from the FCHV-BUS1 unveiled by Toyota and Hino in 2001. Toyota has said that it hopes to commercialise fuel cell buses around 2010. By this time it aims to cut the cost of the vehicle, which are currently very high. It is estimated that at present a fuel cell version of the bus costs around 100 times that of the base model, which sells for 23 million yen (US$185,000).

Two Arab terrorists detonated a car filled with explosives alongside a bus in northern Israel today, murdering 12 people and wounding more than 45. Islamic Jihad claimed responsibility in a letter faxed to The Associated Press, in Beirut, Lebanon. Police said the process of identifying all the victims of the attack was seriously hampered by the fact that many of them were trapped inside the burning bus. More here.

Also today, Israeli troops find bomb in Jenin, Arabs shoot at Israeli soldiers in Samaria.

Hundreds of Arabs in the Shilo-Eli area attacked Jewish farmers, fields, and cars near Shvut Rachel this morning. Army and police arrived on the scene and attempted to restore order, but the Arabs continued to burn fields even in their presence. Israeli vehicles had been burnt and damaged beforehand. At one point, some 200 Arabs surrounded the small community of Adei Ad and attacked it with rocks. Local security officer Moshe Tamir even had his gun snatched away by one of the marauders. Adei Ad is located adjacent to Shvut Rachel, in the Gush Shilo area of the Benjamin Regional Council district of Samaria.
Seven people have been murdered by Islamic militants at a road-block set up by the gunmen near Ain Kechra in the Skikda region, 500 km west of the capital, Algiers.
Another five people are reported to have been kidnapped at the scene.
More than 50 people have been killed this month in similar attacks, which the Algerian government has blamed on the hardline Armed Islamic Group (GIA) and another smaller militant organisation, the Salafist Group for Preaching and Combat.
Both groups are fighting for an Islamist government in Algeria.

Explosives packed inside a bicycle frame detonated Sunday outside a Roman Catholic shrine in the Southern Philippines city of Zamboanga, killing a Philippine marine and wounding 16 people.
Two 13-year-olds and a 1-year-old were among the wounded who were taken to the hospital. Others were believed to be vendors selling items near the open-air chapel. A Mass had just ended when the explosion occurred about 8 p.m. (8 a.m EDT).
"This is definitely an act of terror," Mayor Clara Lobregat said. "It's horrible."
Authorities said that a 34-year-old man who was taken to the hospital may have been driving the bicycle cab and that they planned to question him. Police said explosive charges were found inside the bike's frame.
It was the third bombing in the predominantly Christian city of Zamboanga since Thursday when two explosions in the central shopping district killed seven people and wounded 160.
Ehud Barak in a recent speech was asked whether he thought President Bush was wise in using the term "Axis of Evil."
Barak noted that when Soviet dissidents where finally freed and allowed to come to Israel, he asked them - where did you find the strength to persevere, when you knew that at any moment you could be sent outside to die in the Siberian cold. They told him they gained their inner strength from hearing the free world tell them "though you may be weak, you are right, and though your government may be strong, it is wrong" because the President of the United States was moral and told the truth, dared to say out loud that the Soviet Empire is an Evil Empire.
Similarly, the oppressed people of North Korea, Iran, and Iraq gain strength by knowing that the current President knows the truth about their countries, and did not hesitate to call their evil regimes by their true name. We must not be ashamed to speak the truth. Speaking the truth strengthens us. Hiding the truth weakens us, and aids those who wish to destroy us.

In the past few days, the Albanian language media celebrated the election of "the first president of free Kosovo". Unfortunately, I must say that Kosovo is not free for all its residents and that the policy of discrimination and ethnic repression, especially against Serbs and Roma [Gypsies], is still continuing despite the presence of the UN and KFOR...

Following the destruction and damage of more than 110 Orthodox Christian churches and monasteries, the process of destruction of our centuries old heritage is continuing. The latest reports from the field indicate that churches which were only damaged or set on fire from within a year ago are now even more damaged and destroyed. On the other hand, there is an attempt to remove the ruins of our churches altogether and thus erase every trace of their existence as well as traces of the crimes committed against them. However, what is most horrific is the desecration of the cemeteries. Father Radivoje Panic and Dr. Gordana Subaric, in their documentary film "Cemetery Wind" ["Grobni vetar"], show by pictures and words the barbarian destruction of cemeteries in the Pec area, especially in the villages of Siga and Brestovik. The opening of graves, the destruction of coffins and the scattering of bones represents the highest level of barbarism and insanity by the Kosovo Albanians... We have to keep in mind that this is not a new development. As early as 1988 an incident occurred in which the graves of children in a Serb cemetery in Kosovo were desecrated in the same way, and their bodies and diapers were scattered around the desecrated grave mound. What is even more horrific is the fact that many bodies of the deceased were simply taken away in an unknown direction because many of the graves are empty and the traces of their desecration and destruction are obvious. It is symptomatic that no one among the Albanians has publicly condemned these barbaric acts nor has this been discussed in their media. If the deceased are treated in this manner, one can only imagine how the living are treated. We are witness to the increasing development in Kosovo and Metohija of an anti-Christian campaign directed against the centuries old values of Christian and European civilization. While new mosques built by wealthy Arab magnates through their "humanitarian and religious" organizations crop up throughout Kosovo and Metohija, Christian churches continue to be destroyed and everything bearing the sign of the Holy Cross is rapidly disappearing from the Kosovo landscape. Desecration of Christian Roman Catholic cemeteries by the Albanian Muslims also occurred in Prizren even though the Roman Catholic Albanian community remains silent for the most part about such incidents for fear of more violent attacks by their Muslim compatriots. Three years have already passed since the end of the war and not a single destroyed Orthodox church has been rebuilt, a clear indication of the complete inequity and bias of the international community.
Britain and America have accused France of mounting a billion-dollar export drive to Iraq that they fear could help Saddam Hussein build weapons of mass destruction.
A confidential list of 6,000 contracts signed by Baghdad, obtained by The Sunday Times, reveals that French companies have agreed to supply Iraq with chemicals, refrigerated trucks and sophisticated pumps that British security sources believe could be used to make chemical weapons.
The planned exports -- which under United Nations sanctions must be approved by the Security Council -- also include fast computers and high-speed communications equipment that could be employed in making missiles.
Despite having been linked to Nazi crimes, former United Nations Secretary-General Kurt Waldheim continues to receive a six-figure pension from the world body, the New York Daily News reports.
Waldheim, who served as a Wehrmacht intelligence officer and has been on a US Justice Department 'watch list' since 1987, receives an annual pension of $124,754. He served two five-year terms as the UN's chief official from 1972 to 1982.
Lebanese-based Iranian forces have received ballistic missiles that are capable of carrying a half-ton chemical or conventional warhead as far as Tel Aviv, the London Sunday Times reported Sunday.
The paper said the Zelzal-2 missiles have an estimated range of 150 miles (240 km) and it quotes an Israeli intelligence expert as saying that the deployment "has changed the strategic balance and limited Israeli military options."

One of the nation’s largest Islamic charities, the Global Relief Foundation, has been designated a terrorist organization by the US Treasury Department.
The foundation "has connections to [and] has provided support for . . . the al Qaeda network and other known terrorist groups," Treasury said in a statement. It cited, among other allegations, the fact that high-ranking al Qaeda financier Mohammed Zouaydi, who was arrested in April in Spain, had given more than $200,000 to Global Relief.

Lawyers for Global Relief and its co-founder, Rabih Haddad, denounced the government's action as anti-Muslim and McCarthyist. ...

In a statement released yesterday, Treasury pointed out that Global Relief for years promoted tapes and writings of Makhtab al-Khidamat's other co-founder, Abdullah Azzam, a Palestinian scholar killed in a car bombing in 1989. "His words are jewels," one foundation publication said. "He produced a new theory for saving the [Islamic] nation from disgrace."

Global Relief "has published several Arabic newsletters and pamphlets that advocate armed action through jihad against groups perceived to be un-Islamic," Treasury added. Officials cited a foundation publication in 1995 that described Muslim guerrilla struggles around the world and solicited donations "for equipping the raiders, for the purchase of ammunition and food."

"The organization was born in trying times" after the Afghan war and during the slaughter of Muslims in Bosnia, said Haddad's Virginia-based lawyer, Ashraf Nubani. "But that's not where the group is now. It grew, and focused totally on humanitarian relief."

Haddad casts his situation as a “freedom of religion” issue; his religion demands the freedom to wage jihad:

Haddad added that the government, by quoting from foundation publications advocating that Muslims donate funds for jihad or struggle, are attacking Islam itself. Some of the quotations were from the Koran, he said. "You may not like it, but [financially supporting jihad] is part of the religion," he said. Furthermore, he added, Azzam is "a hero" not only to Haddad but millions of Muslims.

Apologists for militant Islam are quick to lecture us that "Islam is peace" -
yet here is the leader of one of the largest Islamic charities in the world, telling us that jihad is “part of the religion,” whether we like it or not, and that millions of Muslims idolize the man who taught Osama bin Laden.

1. Pakistan's Muttahida-Majlis-i-Amal (MMA) leader - Qazi Hussein Ahmad - invited Osama bin Laden to a convention of his Jamaat-i-Islami movement in 1998.

5. Pakistani media has already started cheerleading alleged murders of Americans. On Oct. 19, Pakistan's NEWS NETWORK INTERNATIONAL reported the following fabrication: (Miranshah) "In Afghanistan, 16 U.S. commandos were killed and several others injured in a rocket attack in Khost province." The MMA press of Pakistan fabricates reports to order to create public emnity against Americans. Example: Balochistan Post is reporting that American B52's are bombing Pakistan.

6. Bush pronounced that "Islam is peace" one day after taking Oval Office counsel from the leader of the Islamic Society of North America, or Jamaat-i-Islami's puppet wing in North America.

A new report from the Council on Foreign Relations says what the administration won’t: Terror Funds Flow Through Saudi Arabia.

The Bush administration's efforts to cut off funds for international terrorism are destined to fail until it confronts Saudi Arabia, whose leaders have tolerated some of its wealthy citizens raising millions of dollars a year for al Qaeda, according to a new report from an influential foreign policy organization.

The report from the New York-based Council on Foreign Relations, scheduled for release today, contends that the administration must pressure the Saudis-as well as other governments – to crack down on terror financing, even at the risk of sparking a public backlash that could jeopardize the Saudi government.

"It is worth stating clearly and unambiguously what official U.S. government spokespersons have not," the report notes. "For years, individuals and charities based in Saudi Arabia have been the most important source of funds for al Qaeda, and for years the Saudi officials have turned a blind eye to this problem."
